Waste Management Policies & Solutions

To address the growing problem of e-waste pollution in Hong Kong, the government has appointed ALBA Integrated Waste Solutions (HK) Limited to design, build, and operate WEEE · PARK – the city's state-of-the-art Waste Electrical and Electronic Equipment Treatment and Recycling Facility in Tuen Mun's EcoPark. Fully operational since 2018, WEEE · PARK has been a cornerstone of the Producer Responsibility Scheme on Waste Electrical and Electronic Equipment (WPRS), ensuring the safe management of regulated electrical equipment (REE) and recover valuable secondary raw materials.

How does WEEE · PARK Work? From Collection to Safe Handling of Toxic Materials

The process is designed to ensure hazardous e-waste never ends up in landfills or the environment:

  1. Collection: E-waste is collected through two main channels:

    • Statutory free removal when purchasing new REE (arranged by sellers).

    • Free door-to-door collection service for the public or corporates. All collected items are transported directly to WEEE · PARK.

  2. Initial sorting & safety checks: Upon arrival, items are sorted and inspected to identify hazards

  3. Detoxification: Toxic and hazardous components, such as heavy metals (lead, mercury), flame retardants, and refrigerant gases, are safely removed using specialized equipment to prevent leaks or releases.

  4. Dismantling and cracking: Collected e-waste is dismantled manually or mechanically.

  5. Recycling and Reuse: Over 80% of materials can be recycled and turned into valuable secondary raw materials whereas appliances in good conditions are repaired and donated to those in need.

  6. Safe Disposal of Residues: Any remaining non-recyclable hazardous waste is treated and disposed of in an environmentally sound manner, ensuring no toxins enter soil, water, or air.

This closed-loop system minimizes environmental harm, reduces the need for virgin resources, and supports Hong Kong's goal of zero landfill reliance.
